1. Now MSP can be used in AU(concept AV) and NZ(Active region)

2. The whole process can be devided into 2 parts.
   ** Entity Create
   ** Entity Management

3. After Entity creation, school IT (owner, admin) will need to take the initiative to ADD MSP.

4. After adding an MSP, MSP will receive Email.

5. The whole process has been verified by Jason Hsieh and DQE - Joser.
